Honest users get full privacy. For verifiably illicit activity, a threshold committee of t-of-n members can decrypt a single note, and only that note, with an on-chain attestation trail. There is no backdoor and no single key that can open the pool. This is the compliance posture that survives the post-Tornado era, and the one regulators can work with.
